Today's date equals 13 so what can this mean?

I'm not an expert, but just wondering since today equals the number 13 - what it could mean. I looked at the President's schedule ( [link to www.whitehouse.gov] for the day and he signed HR 6156 at 12:15 today.

The United States welcomes the passage by the Senate today of H.R. 6156, which terminates the application of the Jackson-Vanik Amendment to Russia and Moldova and authorizes the President to extend Permanent Normal Trade Relations (PNTR) to both countries.
