Those are HTML character entity references, each "਍" one of those is a single code point in the Unicode code page.

For instance, there is "਍" listed as "U+2573" and it is the big X we see listed in the Chinese letters.

It is probably some JavaScript in that webpage that is doing some weird localization mangling, and it has a bug in it, and then you get entities that reference Chinese characters etc... instead of the English they expected.

Or perhaps they left some debugging code in there that is pulling in a bunch of random unicode text that w/e packages they are using use to test localization.

However, I've never seen a bug like that before and it's too much code for me to care to try and decipher it. Maybe it is some secret code that has a hidden meaning inside if you break it. Who the hell knows.

This isn't valid HTML, they are missing double quotes around text/html and utf-8, so internet explorer, chrome etc... are unable to figure out what encoding to use, and by default are selecting unicode UTF-16LE

That is not the same as Unicode UTF-8, which it should be.

Try it out in Chrome, go to the page, then click Tools -> Encoding, you will see utf16 is set, now click utf8 nd it will look normal, then select utf16 again.
