In this case, I think its because most of the victims were kids.

So young, they could hardly stand a single gunshot, no matter where it hit.

With these highschool/college shootings, or in Aurora, there were older victims, perhaps they could take the pain of a single shot and last out til the hospital.

I'm not anti gun, but support the level of limitations that apply in Australia. If you can't hit your prey with one or two shots, you probably shouldn't be shooting either.
