We live in a Representative society that elects our representatives through democracy, but it is goverened by laws. If we lived in your "democratic society" then all the men in the country could just vote its okay to rape any woman at any time, and since its a democracy and there are more men than women (in my scenario) then rape is legal. This is why it is important to know that we dont live in a total "democratic society".
