36 million people is 1% of 3.4 Billion.

Even if the population of Canada were able to cut their emissions of greenhouse gasses to zero by ceasing to exist.

The yearly increase in greenhouse gasses by the 3.4 Billion remainder of the so called polluters would easily make up the difference.
