He pointedly ignored President Barack Obama's most restrictive proposals in his speech, using it instead to assail the one that has the potential of getting approved — a near-universal background check for gun owners. It's a sign that LaPierre — and others at the Conservative Political Action Conference — thinks the nation's largest pro-gun lobby has successfully beaten back the most limiting proposals. Indeed, a bipartisan deal on near-universal background checks for firearms buyers remains a real possibility. And Congress still could pass a ban on high-capacity magazines. But Democrats haven't been able to muster enough support, even within their own ranks, to push through an assault weapons ban. That's by far the most restrictive of the series of changes Obama and Vice President Joe Biden have sought following the Connecticut school shooting that killed 26 children and educators and a series of deadly shootings in Aurora, Colo., Oak Creek, Wis., and elsewhere. In the hallways of the Conservative Political Action Conference, many activists echoed LaPierre. Few of them talked with urgency about the outcome of an assault weapons ban or some of the other proposed restrictions. And many exuded a quiet confidence that a divided Congress won't act on even the more modest proposal to implement mandatory background checks. "I don't think it's going to get done," said Randy Smith, a California technology company owner. "There's no way." Mel Wilcox, a medical professor from Birmingham, Ala., who owns guns and hunts, said he "doesn't really have a problem" with the mandatory background checks but said he didn't expect Congress to act. "I don't think they'll ever push something through," he said. Malloy's staff about his trepidations several times, he believes they don't truly understand the financial ramifications of the legislation being proposed in the wake of the deadly Dec. 14 massacre at Sandy Hook Elementary School in Newtown. State officials have listened to the concerns he and other Connecticut gun company officials have voiced, "but I would say it's more pacifying us," Veilleux said. That's why he decided to rent 10 buses and bring over his first shift workers, plus some second- and third-shift ones, and some suppliers. "These are the faces of the jobs at Colt," Veilleux said in an interview with The Associated Press while riding on a bus back to the factory. "Each of these people represents other people in the state. They represent the community and, in a lot of cases, they're the breadwinners of their families. And more and more, manufacturing jobs are hard to come by." Colt has been operating in Connecticut for the past 175 years. Democratic Gov. John Hickenlooper signed bills that require background checks for private and online gun sales and ban ammunition magazines that hold more than 15 rounds. The debate in the Democratic-controlled Legislature was intense, and Republicans warned that voters would make Democrats pay. The bills failed to garner a single Republican vote. The bills' approval came exactly eight months after dozens of people were shot in Aurora, and a day after the executive director of the state Corrections Department, Tom Clements, was shot and killed at his home. Hickenlooper signed the legislation right after speaking with reporters about Clements' slaying. Hickenlooper said large-capacity magazines "have the potential to turn killers into killing machines." He also said he realized some gun owners may be inconvenienced but that "the potential for damage seems to outweigh, significantly, the inconvenience that people would have," he said. The bills signal a historic change for Democrats in a state where owning a gun is as common as owning a car in some rural areas. "He just slapped rural Colorado right in the face," said Republican Sen. Brophy, who represents an eastern plains district. "They are overwhelmingly upset about this." Both bills take effect July 1.
