Free Colorado, a non-profit gun-rights group, is hosting an event Saturday called “‘A Farewell to Arms’ Freedom Festival,” billed as “Colorado’s last chance to celebrate the ability to own standard capacity magazines prior to new Colorado laws taking effect on July 1.”

Organizers of the festival, which starts at 4 p.m. Saturday at Infinity Park in Glendale, say the first 1,500 attendees age 18 and over will receive a free Magpul 30-round ammunition magazine, something that will no longer be legal to buy or sell in Colorado as of Monday.

The Democratic legislature passed a measure limiting ammunition-magazines to 15 rounds, although those who buy them before July 1 will be permitted to keep them.

Attorney David Kopel, who filed a lawsuit against two gun bills on behalf of 55 of the state’s 62 county sheriffs, said he had hoped to win a preliminary injunction to stop portions of the magazine bill from taking effect before July 1...."

The report also reminds us of the numerous causes of gun deaths, citing that most gun deaths are at the hands of those who used a gun for their suicide — not homicide. The report highlights the poor state of America’s suffering mental health. The report states that suicide by guns outweighs the amount of deaths caused by violent crimes by 61%...."

“We are concerned that by depending on secret interpretations of the PATRIOT Act that differed from an intuitive reading of the statute, this program essentially relied for years on a secret body of law,” the senators wrote in the letter.

The NSA’s surveillance program has come under intense scrutiny following a leak revealing the agency harvested the phone metadata of millions of American citizens.

The senators noted that the federal government’s authority under Section 215 of the PATRIOT Act is broad and rife with potential for abuse. Among the senators’ concerns was whether the NSA’s bulk data harvesting program could be used to construct a gun registry or violate other privacy laws...."

"DENVER–The gun bills passed by the state legislature this year have picked off another company: Great American Pawn in Fountain, which closes its doors for good on Friday.

Owner Thomas Gautreaux said he believes the pawn shop, which deals heavily in firearms and ammunition, would lose sales after a bill restricting magazine capacity to 15 rounds goes into effect July 1.

Rather than string out the inevitable, he said, “I’m getting out while the getting’s good.”

“We’re located in a military community,” said Gautreaux in a telephone interview. “I can’t take in magazines that hold more than 15 rounds, so I won’t be able to take in those guns, either.”

He said his customers have asked him to remain open, but that he’s concerned about the state legislature’s direction on regulations governing business and firearms.

“Democrats have control over the governor, the House and the Senate,” said Gautreaux. “It’s not so much fear of what’s going on as it is fear of what’s going to happen.”

The closure of his four-year-old shop comes as the latest business casualty of the state legislature’s push to restrict access to firearms in reaction to two mass shootings in 2012.

At least two manufacturers, HiViz Shooting Sights and Magpul Industries, have announced they will relocate as a result of the passage of three gun-control measures in March. HiViz is moving to Laramie, Wyo., while officials at Magpul are still deciding on a destination.

“We haven’t made a firm decision one way or another,” said Magpul spokesman Duane Liptak. “We’re still in negotiations with the last few locations. We’re hoping to make an announcement soon, but we don’t want to speak prematurely to make sure we don’t damage the effort....”

CHICAGO (CBS) – Six people were shot and wounded in a drive-by shooting Friday night in front of a strip mall in the Uptown neighborhood described by the alderman and community residents as a “hot spot.”

At least one person opened fire from a four-door sedan driving by the group in the 1000 block of West Lawrence Avenue, police said.

The wounded, five of whom were taken to area hospitals by Fire Department ambulances, included an innocent bystander waiting at a bus stop adjacent to the mall at the corner of Lawrence Avenue and Sheridan Road.

A 23-year-old woman shot in both thighs, a 24-year-old man shot in the buttocks, and a male with a gunshot wound to the ankle were at Advocate Illinois Masonic Medical Center, police said.

A 30-year-old man shot in the right thigh and a 33-year-old man shot in the left arm were taken to Saint Francis Hospital in Evanston, police said. A 22-year-old woman with a graze wound to the left knee was at Weiss Memorial Hospital.

All six victims were in “stable” condition Friday night, police said...."

"GLENDALE–The event was billed as “A Farewell to Arms,” but the estimated 5,000 gun-rights advocates who turned up Saturday at Infinity Park didn’t look like they were ready to turn over their weapons.

Instead, they fired off one last protest before the state’s newly passed gun-control laws take effect Monday by snapping up soon-to-be-illegal 30-round magazines, provided by Magpul Industries.

“We’ve come to stock up on our PMAGs, but we’re also here to send a loud, friggin’ clear message to the politicians of this state: Colorado belongs to us and not to [New York Mayor] Michael Bloomberg,” said Kelly Maher, spokeswoman for Free Colorado, which organized the “Freedom Festival.”

There were enthusiastic cheers as speakers urged gun-rights supporters to get behind efforts to challenge the Democratic state legislature, including a lawsuit, two recall efforts, and a petition drive for a constitutional amendment.

The highlight of the event came when a Magpul helicopter landed outside the field carrying boxes with 20,000 magazines. A line nearly a mile long snaked around the park as festival-goers queued up hours beforehand for free magazines given to the first 1,500 attendees.

The rest of the magazines were offered for sale at a discount. Organizers said proceeds from the sales will go toward the two recall drives aimed at ousting state Sens. Angela Giron (D-Pueblo) and John Morse (D-Colorado Springs).

“We need your enthusiasm not just now, but we’ll need your enthusiasm for the next election, we’ll need your enthusiasm for the recall of John Morse, and we’ll need your support for the recall of Angela Giron,” said Brown as the helicopter approached. “Here come magazines! Democrats: Ha, ha, ha!”

The loudest boos were reserved for Democratic Gov. John Hickenlooper, who signed the three gun-control bills in March. The bills limit ammunition magazine capacity to 15 rounds; mandate background checks on all firearms sales and transfers, including temporary transfers, and require gun buyers to pay for their background checks.

Any magazines purchased before July 1 are exempt from the law...."

"GLENDALE–Call it the ammo amendment: Organizers began circulating petitions Saturday for a proposed Colorado constitutional amendment that would require voters to approve any restrictions on ammunition-magazine capacity.

Volunteers for Put it to the People, the petition group, collected more than 1,000 signatures at Saturday’s Free Colorado festival at Infinity Park.

The group needs to turn in 86,105 valid signatures by Dec. 28 to place the measure on the November 2014 ballot.

So far the group plans to use volunteers only to circulate petitions, instead of paid signature-gatherers. The goal is to collect 124,000 signatures, said organizer Tim LeVier.

“It’s too early to tell our chances, but we think we can succeed,” said LeVier in an email. “There’s a lot of people out there that are excited about ensuring that we have a vote if the legislature should attempt to limit magazines again in the future.”

The amendment effort comes as the latest example of the backlash against the state legislature’s push to restrict access to firearms and ammunition in the wake of two 2012 mass shootings, including the Aurora theater shooting that left 12 dead.

Three gun-control measures become law today, including House Bill 1224, which prohibits the sale or transfer of ammunition magazines containing more than 15 rounds. The bill is also the subject of a lawsuit filed by 55 of the state’s 62 county sheriffs...."

"BALTIMORE (WJZ/AP) — The surge in violence continues in Baltimore as the police report more shootings, the last of which happened late Saturday in Northeast Baltimore.

Christie Ileto has more on how clergy and lawmakers are trying to calm anxious residents.

At least 40 shootings have happened in the last 10 days and 16 of them were deadly.


Police say two people were shot on Saturday. Neither of the shootings was fatal.

Shortly after 8:30 p.m. Saturday, police say a man was shot in the back while standing on Edison Highway in northeast Baltimore. He was taken by ambulance to a hospital.

Earlier Saturday afternoon, a man was shot in the leg in west Baltimore.

Police have stepped up their presence on the streets in response to a surge in violence that included 11 fatal shootings in the span of a week. Commissioner Anthony Batts has said nearly three times the usual number of officers would be on the streets this weekend.

City clergy are now asking residents to step up and end this violent trend.

At Lafayette Avenue, a man is shot in the leg and at South Haven street, a woman is shot and killed...."

After the press conference, House Speaker Michael Madigan and Senate President John Cullerton, both Democrats, said through aides that they would hold votes on July 9 to override Quinn's veto.

While Quinn's Democratic party has large majorities in the legislature, the issue of gun control has divided the party along urban-rural lines.

Many lawmakers from Chicago, which has experienced a surge in gun violence, want tighter gun control laws. In more rural areas, lawmakers prefer more permissive rules. Both Cullerton and Madigan represent Chicago districts..."

Pat Quinn on Tuesday made sweeping changes to a bill that would allow concealed guns to be carried in public, writing in tougher regulations he deemed "common sense" amid staunch criticism from lawmakers who say they are poised to overturn his efforts when they return to Springfield next week.

Flanked by gun control advocates during a veto ceremony, Quinn argued the legislation lawmakers sent him would harm public safety by letting people carry as many guns as they wanted in places they shouldn't be allowed.

"I think this is an example of a situation in Illinois where the legislature passed a bill in a hurried way at the inspiration of the National Rifle Association, contrary to the safety of the people of Illinois," Quinn said after announcing the changes. "We don't need the NRA telling us how to keep people safe in Illinois."

The move sets up a showdown in Springfield between the Democratic governor and state lawmakers who overwhelmingly backed a rare and carefully constructed compromise on the often volatile issue of gun regulations despite ideological, cultural and geographic divisions. Lawmakers were trying to beat a federal appeals court deadline to set up rules allowing people to carry concealed weapons after judges tossed out Illinois' last-in-the-nation ban in December.

It took sponsoring Rep. Brandon Phelps less than an hour to file a motion to override the governor's changes. Phelps said Quinn's actions were more about politics than policy, contending Quinn is seeking to build support among anti-gun voters in the Chicago area ahead of what could be a tough re-election bid next year.

"It's too short of a notice now to go back on this," said Phelps, a Democrat from Harrisburg in far southern Illinois. "He is nothing more than politically pandering to Chicago. He won (four) counties last time around, and one of them was Cook County and he's pandering to them..."

"Gov. Pat Quinn moved Tuesday to tighten legislation that would end Illinois’ last-in-the-nation prohibition on gun owners carrying their weapons in public places, setting the stage for near-certain legislative defeat for him next week.

Lawmakers will return to Springfield next Tuesday to consider the governor’s amendatory veto of the Firearm Concealed Carry Act, a measure Quinn derided as a gift to the National Rifle Association and threat to public safety.

“The Legislature passed a bill in a hurried way at the inspiration of the National Rifle Association contrary to the safety of the people of Illinois,” Quinn told about 70 gun-control supporters at a Chicago news conference where he announced his action.

The governor rewrote the bill to preserve home-rule communities’ rights to ban assault weapons, limit more restrictively where gun owners can take their weapons and keep concealed weapons out of restaurants that serve alcohol.

That puts him at loggerheads with the House and Senate, which on the final day of the spring legislative session passed the measure by large enough margins to override Quinn’s amendatory veto.

The House voted 89-28 for the plan, while the Senate voted 45-12 for it. A subsequent vote in both chambers that results in at least 71 House votes and 36 Senate votes will block Quinn’s effort to undercut the legislation.

In blasting Quinn’s move, gun-rights advocates predicted they’d have the votes to block Quinn’s recommendations and accused him of playing to his liberal base in an evolving Democratic primary that could pit the governor against Attorney General Lisa Madigan and former White House Chief of Staff William Daley.

Quinn is “kicking off his re-election campaign. That’s what he’s doing,” Todd Vandermyde, a lobbyist for the NRA, told the Chicago Sun-Times after Tuesday’s announcement. “He’s essentially telling Downstate ‘you don’t matter.’ He’s going to try to win off the liberal lakefront because that’s the constituency he’s playing to. That’s really it.

“When you look at the totality of everything else, I don’t see how you flip 20 votes in the House,” Vandermyde said. “Once again, the governor is proving his incompetence and irrelevancy. He didn’t participate in the process in any meaningful way in any single point in time, and now he stands back and does what he does: He throws rocks after the fact.”

A Quinn aide rebutted Vandermyde’s claim of disengagement, pointing to the governor’s spring support for giving communities the right to enact their own concealed-carry safeguards and his opposition to letting gun owners carry their loaded weapons on mass transit.

“The governor has been engaged in the process to negotiate concealed carry from day one. He repeatedly made his public safety priorities and concerns very clear to legislators throughout the entire session,” Quinn spokeswoman Brooke Anderson said.

By mid-afternoon Tuesday, the House and Senate announced they would take action on Quinn’s amendatory veto during a session July 9, the same day of a deadline imposed by a federal court for Illinois to craft a law that would legalize concealed carry.

Quinn’s proposed changes to the legislation would:

- Preserve the right of home-rule communities such as Chicago, Oak Park and Evanston to enact future bans on assault weapons.

- Force businesses, churches and other private properties to post signs permitting concealed weapons inside their establishments instead of requiring them to post signs excluding weapons, which is how the legislation now reads.

- Require the weapons be “completely” concealed, not just “mostly” concealed;

- Limit a person to carrying only one weapon and one ammunition magazine carrying no more than 10 rounds;
- Bar concealed weapons in all facilities that serve alcohol;

- Prohibit concealed weapons in the workplace unless employers give “express permission....”

Anti-gun campaigners have criticized the project, whilst lawmakers in different U.S. states have moved to pass new legislation to prohibit the manufacture, sale and use of the digitally made firearms. And now Danish startup Create It REAL has produced software that it says blocks users from printing guns in the first place.

"The likely buyers are 3-D printer manufacturers who want to minimize their liability risk and offer a firearm parental control feature to their customers," Create It REAL's CEO Jeremie Pierre Gay told CNBC.

"The feature creates a unique digital fingerprint of the firearm...the manufacturer could decide to block the print or to simply give a warning to the user of the potential danger."

The software has taken a year to develop. The firm realized there was a gap in the market after surveying end users and 3D printer manufacturers. Gay told CNBC that his previous job working with Digital Rights Management (DRM) for technology firm Motorola served him well...."

"KANSAS CITY, Missouri (Reuters) - Missouri Governor Jay Nixon on Friday vetoed a bill that would have called on the state to prosecute federal officials who attempt to enforce federal gun laws in Missouri and prohibit publication of the names of people owning guns.

Nixon also signed into law a bill allowing state employees to keep guns in state vehicles they use for work or on state property and permitting fire chiefs to carry concealed weapons.

Nixon, a Democrat, said the bill he vetoed was "unconstitutional" as it would nullify some federal gun laws and also infringe on rights of free speech by punishing anyone who published names of gun owners in Missouri.

Nixon noted that federal laws supersede state laws.

"In fact, under this bill, newspaper editors around the state that annually publish photos of proud young Missourians who harvest their first turkey or deer could be charged with a crime," Nixon said...."

Luis Lucio Rosales Astorga, the police chief in the city of Hostotipaquillo, was shot to death Jan. 29 when gunmen intercepted his patrol car and opened fire. Also killed was one of his bodyguards. His wife and a second bodyguard were wounded.

Local authorities said eight suspects in their 20s and 30s were arrested after police seized them nearby with a cache of weapons — rifles, grenades, handguns, helmets, bulletproof vests, uniforms and special communications equipment. The area is a hot zone for rival drug gangs, with members of three cartels fighting over turf in the region.

A semi-automatic WASR rifle, the firearm that killed the chief, was traced back to the Lone Wolf Trading Company, a gun store in Glendale, Ariz. The notation on the Department of Justice trace records said the WASR was used in a “HOMICIDE – WILLFUL – KILL –PUB OFF –GUN” –ATF code for “Homicide, Willful Killing of a Public Official, Gun...."

"I'm absolutely positive that I enjoy the mayor's confidence," Chicago Police Supt. Garry McCarthy told reporters Monday morning. "This past week we've been disappointed."

Since Wednesday afternoon, 11 people have been killed and at least 62 were wounded in violence around the city.

The mayor met with his police superintendent for 90 minutes Monday morning to talk about the violence.

"He wants to know what's going on, just like I want to know," McCarthy said.

The superintendent noted this year's homicide total is down by 76 victims compared to this time last year. And there have been 350 fewer shootings than last year, when surging gun violence grabbed international headlines.

McCarthy, speaking at a news conference in Englewood, sought to bring year-to-year context to last week's violence. There were 65 shootings last week. The same week last year saw 76, he said.

The violence in Chicago continued well after Thursday's holiday, including five people getting shot during an apparent landlord-tenant dispute in Roseland Sunday night.

According to preliminary police information, a landlord opened fire about 8:10 p.m. in the 11300 block of South Forest Avenue, said Sgt. Al Stinites, a Chicago Police Department spokesman.

Five people were shot and taken to area hospitals. Among those wounded were a 16-year-old boy who was grazed on his leg; a 17-year-old boy shot in his shoulder; a male struck in his shoulder; a female shot in her neck; and a male who was struck multiple times and is listed in critical condition...."

The Nelson City Council adopted the Family Protection Ordinance on April 1. The ordinance exempts convicted felons, those who can't afford a gun and those who suffer from certain physical or mental disabilities, as well as anyone who conscientiously objects to owning guns because of their beliefs or religious doctrine.

City leaders and the police chief, who's the only police officer in town, said during the meeting when the ordinance was passed that they had no intention of enforcing it. It was meant to warn would-be burglars and to send a message to the federal government about gun ownership..."

The United States is the most heavily armed nation in the world, but despite gun regulations, weapons continue to fall into criminal hands.

There are an estimated 270 million civilian firearms in the U.S., a number that outranks other countries by leaps and bounds, according to the Small Arms Survey, a Geneva-based independent research project that is the leading international source of public information on firearms.

For National Geographic's "Inside: Secret America" series, investigative journalist Mariana van Zeller went undercover in Arizona with Jesse Torrez, a former police officer and firearms expert turned private investigator. Having spent years in law enforcement, Torrez is well-versed in how criminals in this country can obtain weapons and acted as van Zeller's guide throughout her investigation.

Van Zeller and Torrez's first attempt was to purchase an AK-47, a weapon designed for war and used by combatants in conflicts across the globe. It's a favorite among the Mexican drug cartels. Van Zeller and her team decided to try to purchase one off the Internet.

"We should be able to get you involved in a weapons transaction within 30 minutes," Torrez said, sitting at his computer with van Zeller. "And that's travel time, too. Using the Internet, it's very easy to purchase a weapon here in Arizona...."

Mayors Against Illegal Guns, which promotes tough gun laws and was founded by New York City Mayor Michael Bloomberg, helped sponsor the vigil.

The scene was somber, even as about 100 gun rights activists held a protest nearby to oppose new firearms restrictions as infringements on Second Amendment rights. Many wore orange National Rifle Association hats and T-shirts reading, "I will not comply."

"To the families and victims of the tragedy, we offer our condolences and prayers," said Dudley Brown, executive director of Rocky Mountain Gun Owners. "To Mayor Bloomberg and the group that would politicize this, we offer our opposition."

Brown helped organize the rally and carried a .45-caliber pistol to the park.

The shooting victims, meanwhile, called for more universal background checks and tighter restrictions on gun sales. The NRA National Sporting Arms Museum opened on Friday at a sprawling Bass Pro Shops outdoor retail store in Springfield, Missouri, a politically conservative central U.S. city that is a gateway to the mountainous Ozarks region popular with tourist and hunters.

Admission is free to the 7,500-square-foot (697-square-metres) museum, which has detailed dioramas and displays that were a decade in the planning stages, said NRA officials.

"If you are a gun person, you are going to love this place," museum director Jim Supica says in an online video promoting the museum as "one of the premier firearms museums in the world."

"These guns came from the NRA collection built over 80 years, but a lot came from special collections that haven't had a place for display," Supica told Reuters in a telephone interview.

The museum is opening as divisions over gun control have widened after the massacre of elementary school children in Newtown, Connecticut in December. President Barack Obama has been rebuffed by Congress in his efforts to tighten gun laws, and the NRA has staunchly opposed gun control...."
