"TOPEKA, Kan. (AP) -- Fresh off a series of legislative victories across the country, the National Rifle Association has launched a new effort starting in gun-friendly Kansas seeking to clamp down on the use of government money to lobby on gun-control issues.

While it's not clear how the law would be enforced considering it includes no penalties for violators, critics argue the measure threatens to stifle debate and give the state government far more control over a local government's message.

For instance, would university presidents — now confronted with a new Kansas law to allow concealed-carry weapons on campuses — be able to travel on university time and salary to argue against the rule? Or, could a government agency even print a pamphlet about gun safety without running afoul of the law?

"It does raise these questions about one side or the other becoming so dominant that it can close off opposing views," said Gene Policinski, senior vice president for the nonpartisan First Amendment Center, based at Vanderbilt University.

The Kansas law that takes effect next month also prohibits the use of state dollars for "publicity or propaganda," distributing materials or advertising. Although it imposes the same restrictions on both sides of the debate, gun-rights advocates pressed so much for it in the recently concluded legislative session that it was known inside the Statehouse as "the NRA bill."

For the NRA and other gun-rights advocates, the lobbying law is a good-government measure that prevents precious state dollars from being put to political use and another symbol of Kansas' commitment to gun-ownership rights.

"People are going to look to Kansas," said Brent Gardner, an NRA liaison who lobbies in four states, including Kansas. "People are starting to see a number of states becoming leaders in firearms rights."...

"CHARLESTON, W.Va. (AP) -- After years of showering U.S. Sen. Joe Manchin with stellar ratings and campaign endorsements, the National Rifle Association targeted the West Virginia Democrat with a TV ad launched Wednesday over his continuing push for broader gun buyer background checks.

The new ad urges viewers to phone Manchin's office and tell him "to honor his commitment to the 2nd Amendment." It alleges Manchin "is working" with President Barack Obama, who is deeply unpopular in West Virginia, and New York Mayor Michael Bloomberg, a vocal advocate of gun control laws.

Manchin has co-sponsored a background check measure with Sen. Patrick Toomey, R-Pa. It would apply to buyers in commercial settings such as gun shows and online but exempt non-commercial transactions such as sales between friends and relatives. It failed to advance on an April vote, but Manchin has since sought additional support for the measure while remaining open to revising its provisions to ease concerns of gun rights' backers.

"The shootings at Sandy Hook Elementary School in Newtown, Conn., have brought into high relief one of the anachronisms of the American economy: Some of the biggest and most influential makers of firearms in the United States are located in some of its bluest – and most antigun – states.

That is a fact that Gov. Rick Perry (R) of Texas hopes to turn to his advantage this week.

He is scheduled to visit Colt's Manufacturing, which has been in Connecticut since 1847, and Mossberg & Sons of North Haven, Conn., the largest maker of shotguns in the US, among other manufacturers and suppliers in Connecticut and New York.

The visits are the most public move in discussions that have been ongoing for some time, officials say. "We've been reaching out to them via letters and the governor's talked on the phone to some of them," Lucy Nashed, the governor's spokeswoman, told the Connecticut Post. "This is something he's been doing for a long time – talking to companies in different states."

Forcing the issue are sweeping gun-control measures passed first by New York then by Connecticut in response to the Sandy Hook shootings. When Connecticut lawmakers were considering the bills in March, Colt shut down manufacturing for a day and bused 400 workers to the statehouse in a show of force. Other manufacturers did the same.

“We exhausted ourselves testifying during public sessions at the state capital, reaching out to journalists, busing our employees to Hartford and more, but in the end it didn’t matter. They wrote the bill in secret,” Mark Malkowski, president of Stag Arms in New Britain, Conn., told Forbes.

The tone of Gov. Dannel Malloy (D) has frayed the state's relationship with gunmakers further. Speaking on CNN's "State of the Union" after he signed the bill, Governor Malloy said: "What this is about is the ability of the gun industry to sell as many guns to as many people as possible – even if they are deranged, even if they are mentally ill, even if they have a criminal background. They don’t care. They want to sell guns....”

"LAS VEGAS (AP) -- The nation's mayors are expected to ask Congress to push anew for stronger background checks for gun buyers.

Dozens of city leaders will consider a resolution demanding gun control legislation during the 81st annual U.S. Conference of Mayors conference, which begins Friday in Las Vegas.

The Democrat-controlled Senate voted against legislation in April that would have expanded background checks for firearm purchases to gun shows and online sales.

"If you do not have a safe city, you do not have a city," Conference of Mayors executive director Tom Cochran said. "We remember those babies in Connecticut and the people who were shot in the Batman movie. At an annual meeting, it would be derelict on our part if we did not call attention to the need for Congress to take action."

Gunmen's rampages at Sandy Hook Elementary School in Connecticut and in a Colorado movie theater last year led to gun control advocates' renewed push for more firearm restrictions.

At the meeting, big-city leaders including Los Angeles Mayor Antonio Villaraigosa will tell of their struggles with crime, foreclosures and unemployment rates, and share ideas for leadership strategies.

The roster of more than 100 resolutions leans heavily toward social issues. In addition to background checks for guns, the mayors will weigh resolutions calling for comprehensive immigration reform, state determination of marijuana laws, and support for urban agriculture...."

Honestly, in the U.S.A. you have no real gun control, you only think you have.

In Poland there is a very real gun control - almost the whole population is dis-armed! And guns for civilians are reserved only for the rich and influential.

Under Obama gun laws have become somewhat more lax than even under Bush.

So what is this histeria all about? Because Obama is only half-White?

"The head of the agency, that protects national parks and monuments — the U.S. Park Police — says he’s ordering immediate action, after a report on a large supply of missing weapons.

Handguns… Rifles… Even machine guns… Are no where to be found, according to the report from the Interior Department’s Inspector General. There’s no indication the weapons are in the hands of criminals, but there’s also no assurance they aren’t.

Investigators did find 1,400 guns that were supposed to have been melted down. Another 200 are sitting in a DC warehouse and don’t show up in any records...."
