Is this tap water?
What are they doing when they "Fix" it? Sit in the basement and bag on the pipes...
What is it and what's the fix?
There is nothing in your house that they can do to fix that...if it's just coming out of the pipe like that. Something like that starts at the water treatment plant.
Unless there is a water main break and the water could get cloudy. Do your neighbors have cloudy water? Or don't they care...

As I've said they have been to fix it and its ended up worse than it was originally. Not sure about the neighbors, apparently the water was the same here last winter too, it's fine thru the summer.. Time to get the water peeps out again I think
