Blackmail, torture, drug use, all sorts of stuff exists to do this already.

But the REAL scary part is now, we can convince the perpetrators that they were the ones who wanted to do the killing.

As an ordinary guy who has studied NLP I can effectively hypnotize one of my buddies to chase an imaginary squirrel around the yard. And my buddies aren't dupes.

So if I can do that, then what do you think the most wealthy and powerful intelligence organization on earth is capable of.

Of course they can do it and they can do it easily.
