available to you, free of charge,

THAT IS THEIR RIGHT.

There are many CHARITIES which will help you
if you have no means of your own.

BUT,
YOU CANNOT DEMAND THAT THE GOVERNMENT FORCE
OTHERS TO PROVIDE YOU THEIR TIME AND LABOR,
FREE OF CHARGE.
