yeah u can charge up a capacitor and stick someone with it like a tazer, im not exactly sure what ratings would give you more amps, its the amps that really get you, suposibly you can die from being shocked with something like .08 of an amp can flutter your heart enough to kill you, i myself have been shocked good with 120v 15amp ac, feels real weird, but i survived!
