FACT: No other map of Gotham City previous to the Nolan films shows Sandy Hook.

A collection of Gotham City maps, as seen in comics and film. While Batman’s Gotham has appeared in many forms since its inception, the Gotham City map was formalized in 1999 during the No Man’s Land storyline. This map has been integrated into Christopher Nolan’s Batman films as well.

Actually, in Nolan's previous film The Dark Knight the place was called South Dinkley, as can be seen in this promo website:
