if it were not for a standing army and a permanent military establishment which are forbidden by the constitution we would have neither tanks or nuclear bombs. That is not to say that someone else wouldn't have them, but we wouldn't.

That is an asinine comparison. Do you realise how much a nuke cost? You do know that you can own a machine-gun or a cannon, and the high explosive shells for it, if you pay the Federal tax. But these things are extremely expensive, so only the very rich have them. So how many people are going to be able to afford even a small nuke that cost tens of millions of dollars? But most anyone can afford basic self-defence, and if you can afford something better, go for it.
