Gun companies will go over to a new type of trigger that will only work in communal zones if you have a license and live in that area. Mental health tests will be administered every 6 months for every person expecting to still have a gun that works within city boarders.

Any person planning a mass killing or murder could easily take theirs apart and replace the offending parts. This would do nothing but allow control of law abiding people, it would in no way even slow down criminals.

Many things can be modified to kill. mass killings is not the work of a random criminal. I can see this leading to more fear... something people do not need in general right now.
