They are the ones who know their entire system is crashing and they try to hide this fact from everyone through their PR machine for as long as they can. The ultimate preppers are these so-called 'authorities' who have underground bunker hide-outs, doomsday seed vaults, an army of private mercenaries to try to protect them, and who know very well that, in the end, they will meet the long arm of karma.
