What's with the naming of every storm ?!

Actually considering that she has a tiger on her back,there is a yin/yang symbol when she first appears,and her name is sun sue (play on sun tzu) this leads me to think she represents China.

In the previous scene we also see a fellow drowning in toxic sludge who just so happens to be holding a sickle and hammer.This leads me to think that he represents Russia.

I find it interesting that the two countries most reputed to be defiant against the formation of the New World Order are apparently shown being killed or repressed by them.
