I wouldn't put it all on her. My sister raised a strange kid, but his father walked out on them one day - left his son waiting to be picked up at school and never came back. His mother tried but was left with a heavy load. Ultimately she didn't have the proper parenting skills and had her own psychological problems herself. It was a no-win situation. She wasn't "evil" however. Some people just can't cope and either don't get the proper help or reject help.

This whole event has a scripted nature, and don't forget that this administration is on record saying "every crisis is an opportunity to push a given platform"
