I think they probably are working to curtail gun ownership, as they have been for some time now.

I am not alarmed by these purchase orders for a billion plus rounds. This is not a single purchase, these are contracts to be filled over several years, and these are not large amounts of ammunition.

It makes sense to me that they would buy only one type of ammo (HP) to use and train with, makes things simpler. HP ammo is also only legally used for LE, not for military, so that would ear-mark these rounds to stay at home.

It makes sense to me that groups of homeland security guys could go through thousands of rounds simply for training, multiplied by each state and agency office, that starts to add up quickly. I know that my friends and I can easily go through several thousand rounds in one session. Honestly I think these guys need all the range time they can get.

It even makes sense that NOAA would need to buy ammo, as they have a law enforcement division.

It also makes sense that the main reason to buy the ammo is to keep the demand up. Given that as things wind down in Iraq, we need to keep those munitions factories going. In case we really do need them. I want the government to have as much ammo as they need. I don't fear homeland security, I have plenty of friends who work for them, and they do a good job. Someday we might really need those guys, and we might really need them to be well armed.

Imagine if there were a major catastrophe, and the national home-front was under attack. If our government was severely weakened, the mexican/south american population would advance pretty hard in some areas, likely with the help of the cartels(they already are). Homeland security might be one of the few lines of defense we have.
