Age 0-3 years is when the emotional stability is created in a human. It has to come from the mother. It is a FULL TIME job. It is not really a "job" because it comes from instinct. Look at all the mammals....
In other, much poorer countries governments give income to mothers for first 3 years of their child; Sweden and communist Hungary were the first in the 70-es to introduce, and still in effect.
Today in the US mothers lost their mothering skills (I suspect even the instincts some reason), plus do not have enough time to give emotional stability to their children,because they have to make money.
This is why we keep producing screwed-up people.
