Exactly my thoughts.

It's the same dress, but you can see it's a bit big on the girl w/Obama- it's probably the middle sister in her big sister's dress. They look very much alike but the hair is different- the girl w Obama has the same hair as the middle child, only longer. If you look closely, she has curls and the oldest doesn't.
If you have kids, you start to be able to see little things like what hair that is growing out for the first time and has never or rarely been cut looks like next to an older child with different hair- the older one has straighter, thicker and even slightly darker hair.
Two different girls there. And the reason the people are smiling is because life keeps on going. It's sad but especially when you have kids, life keeps moving and there are still moments of joy. I have lost a child while having a child at home, and there's only so much grieving you can do in front of the other child.
