If the elites don't retreat to their underground bases on the 21st, why were they built??

The bible mentions they hide under mountains, but those very mountains are the death of them once they collapse

Lots of bible passages sound like metaphors to me.
Like a riddle. But reality in it's words.
I still feel like I am reading metaphors.
