Yes. Police, soldiers, and politicians who actively participate in destroying our innate rights are tyrants and criminals no less than those in power who have evil motivations.

It doesn't matter if they are just doing their job. I expect soon we will experience their tyranny in a way we have not before. They have been preparing. The free citizens (free as in not on the tit and happily enslaved to TPTB) have been preparing, too.
