Because they are all insane. They are being treated for insanity. In the old days they were locked away and now we just throw them out into society.

We should have done something in between. It was not right to treat them like criminals or cattle, and it is not right to think they can just be given a Zombie pill and sent out into the community.

They need looking after and some understanding, while not allowing them to hurt others. They need someone who can be bothered to find out how insane they really are, if it can be treated, and if they can be violent because of their paranoid delusions. They think they see devils when a person is standing there.
