Also consider that they can not SIT waiting for ever, they are crewed by Thousands of Sailors and Marines who work out like crazy,eat like lumberjacks and are mostly horny heterosexuals,
You can only carry so much food/supplies on a ship?
And the boys are probably getting a bit rambunctious after sitting for how many months in a big tin can?
These young warriors are volunteer soldiers not inmates and should be treated as the honorable men that they are, I think you will agree?

Keeping ships inshore in modern times is unwise considering that Syria and Iran both have modern, very lethal ship busting weapons.
Any first attack will come from the air.
If they moved the boys off shore until softening up was complete and then put them on a beach,it would be like unleashing rabid dogs.
I speculate much but consider more factors than you,I think.
