Switzerland is the place to look at. They are very liberal with guns, BUT, they did the next logical step and actually make sure people know how to use them.

The government not only requires all natural citizens to take military training, they also require them to keep their issued gun and bullets in their house. They then also require/encourage yearly participation in gun training. As a result of this Switzerland has almost 1/3 the death rate as America (by % not total number, obviously). And the gun crimes that do take place by far use illegally acquired guns, not the Swiss issued guns.

When there is public knowledge that everyone has a gun AND knows how to use it, there is more fear of trying to assault those people.

America may have gotten the freedom thing right, but where we screwed up is the cultural obligation to teach people to be responsible.
