I've been intrigued by this, but......
Couldn't it just be an asteroid that got captured in our atmosphere? Perhaps sometime in the past an asteroid slammed into the Earth with such force this rock was launched into space. NASA discovers it and they don't know what it is, and then some publicity seeker makes up a story that it's 13000 years old and comes from Epsilon Booty or whatever. If he communicated with it with a HAM radio, how come no one has communicated with it since?
I would love it if it was left by an ancient civilization, or if it was of alien origin, but the simpler explanation is probably the correct one.

OP, I see the thread is dying. That sucks, but what, really is there to say about it? Alien spacecraft, 13000 years old, broadcasting signals and changing orbit. Bit of a mindfuck but until more data arrives, there just isn't much to say...
