It's extremely plausible that was indeed a telephone of sorts, but it wasn't a cell phone.

Nikola Tesla had been working on Wardenclyff since the early 1900s and had been toying with broadcasting signals in Colorado Springs for several years before that.

One of the biggest things he touted was that once completed the World System tower in NY would permit someone to use a device no larger than a wristwatch to pick up transmitted images, make calls to land line phones at the time, and even dictate writing as to print in an office the worker making said dictation was miles away.

More than likely it was a Tesla prototype and Chaplin found it interesting, deciding to add it in, or he knew Tesla, which wouldn't shock me considering Tesla was at one point the most interesting man in the states.

No shock here at all, no time travel possible. Most people just don't know that wireless communication was invented over 100 years ago by Tesla. If we would have listened to him back then the world would have been a much more advanced place much more quickly. We'd be in flying cars and more than likely have interstellar communication right now, along with unlimited energy.

Alas, the world shunned Tesla as he was a man out of time, and then TPTB silenced his works and made him practically unknown to society. There is a reason his Dynamic Theory of Gravity is classified.
