Here's my theory: Several people were killed initially. Remember the original police report was that 2 people were killed and several others wounded.
Then several hours later the Police announced that actually 26 people were killed. This to me is extremely odd if not unbelievable(How could they get it that wrong).

I believe the operation did not go as planned and not enough children were killed(or maybe any) so they bring in actors to pretend that they lost children.
The obvious goal of this op is to get gun control and or confiscation and it needed more "Shock and Awe".
