It ain't that blacks cannot run successful cities and countries it's the whites that's keeping them from running successful cities and countries. Zimbabwe would have been a successful case of a black controlled country if it wasn't for severe crippling sanctions from Europe and America forte expulsion of whites from the farmland that they stole.
