the law clearly states that any gun purchased
as a military or LE weapon has to remain with
the owner or reported to the ATF.
It's the law. The sale of this weapon
was only allowed to LE or military.
It being in private hands was illegal.

and he never filed paper work
for the gun to pass to civilians.
