Perhaps Russia just learned that building an military based on offense over defense is not possible because of the never ending cost involved. A study of the social climate once the cold war was running did their quality of life mirror anything that the US is currently experiencing. If there is a similarity then the end will be no different and the Gov will not stand down on it's own. It took the military to turn the weapons on the Politicians before there was any hope of progress.
