In the book, "The Search for the Manchurian Candidate" (not the fiction one)
after years of hypnosis and drugging hundreds of students, they could make a person kill another.
BUT,
They never found out a way to keep that person from remembering the MK programming and the killing event.

So the conclusion of the book was that they could still use the Mafia, cos they were trained killers who never spoke a word.

In the case of James Holmes, I think he was hypnotised while the Mafia (or similar foreign mercenaries) went into that cinema and calmly walked off leaving James Holmes with all the guns and the blame.
