Because it is being created by the window - which isn't moving. A 'filter flare' is different to a lens flare, in that it is not created by the lens - but by a flat plane of glass, somewhere between the bright light source and the camera sensor. That's why these second sun images appear when a filter is held in front of the camera. (hence the name 'filter-flare') Camera-phones also commonly create filter flares, because of the protective flat piece of glass in front of the lens.
