Is there some correlation to planetary alignment, combined effect of gravity, etc?

There was an article up on herelinked a couple of weeks ago about the East Coast from Nasa telling how the East Coast was going to be effected by high water more than any other spot on the Earth. If you live on the East Coast you better start to pay attention to whats going on around you.
