Because every time an alleged incident occurs, it's ALWAYS when a supposed "exercise" is on-going. Get it? Same thing happened with the London subway bombings....all of the responders were already on-scene because they were all involved with an exercise for the exact same thing!...a subway bombing!
They USE these so-called exercises as COVER for taking them live. Now do you see why it's a big deal?
