Always has. Because of this, throughout the month it WILL be visible in the day. Right now it is the day after first quarter. Generally, a full Moon rises about 6 pm and sets about 6 am. A new Moon generally rises about 6 am and sets about 6 pm. The first quarter rises about noon and sets around midnight. Seeing it East of the sun at 1:45 is not abnormal at all. Welcome to reality.
