in my experience
they normally kill each other in the "frenzy" of the topic so you end up with none , or the winner , their translation of singular effect
so we agreed , they all either put their hands up together or leave them down
so we all know where we are, topic upon topic
it translates:
if they all keep their hands down
there is no objection
if they all put they hands up
they all agree
