I changed my mind...

Get a travelling Circus, or Carnival type of Fun-Fair.

Put the "Superior" Rogue Monkey on display, in their stocks.

With a sign, or a note saying something like...

Hey, anything to do with the federal reserve is for show only. Well almost anything, other than being a black box accounting system for the cartel of banks with the ability to manufacture legal tender from nothing to purchase (formally) US Treasury bonds only (now onto marked to fantasy commercial papers).

Their charter was most likely for public appearances only, I mean if you dug around in the legal code you could find some decision, legislation, act or something that essentially eliminated the charter but allowed them their quasi governmental status years ago.
