Iran is allowed to produce nuclear energy, they're just not allowed to enrich over a specific percentage, which only has a use in weapons grade uranium. The sanctions are being enforced to stop Iran from enriching at that level, which they are refusing to comply with.

The only purpose in enriching at the levels that they are going for, is for a weapon, PERIOD.
