In truth, one only says "this is it" to a person, some other party, who knows what the "it", is. Because you would never say that over a radio, unless it was so, as all your cop brethen would say, "WTF did you mean, 'this is it?'" One only says "this is it" when one knows "it" is expected, and the persons on the radio, know what "it" is.
