Per capita? I believe it. The northwest territories has a per capita murder rate equal to south central LA. The reason? Everyone is armed. Well, I'm not a gun tard, but a person even with a little sense understands that you are going to have crime problems in a couple of situations - one is the inner city with a lot of poor blacks, thugs, drugs, etc. The other is a deep rural area which tends to attract the poor trailer trash of all races and where they cook meth in their basements and rob the neighbors' homes. What do your stats and the top crime city stats have in common?

Its not a state-by-state problem. The rural areas and small towns that comprise 85%+ of the US landmass are probably about as safe as most of Western Europe. Its the cities that are the problem.

To that end, look at the homicide rates in cities with 100k+ people. You'll find a dozens of them with homicide rates at least TWICE the national average, and some that are five times as much or more. Clearly, they're skewing the overall number upward.
