Could it be that these teachers were not on the state payroll, but that actually Sandy Hook belonged to a private sector school? If they get funding from some large corporate firm, they still might list Sandy Hook as a public school, giving that appearance, but in all actuality, it may be a private school. I think some states have these type of "charter schools," that fall under private/public jurisdiction. This makes more sense that this type of school would be private to enable the act to go so well, up until now. I saw it mentioned on another thread, I think the one about the "Nuns," that someone stated Sandy Hook was owned by a Canadian firm, or corporation, but don't know their source. If it was/is a private school, they might not belong to any "union," either.
