Is it a culture deliberately created by the elite, inflated for the purpose of social control and because it's profitable for the high social tiers, or is it just ordinary human behavior.

I can see why the elite would promote it. If it were just about freedom I wouldn't have a problem with it but I can see something else there - opressive and coercive on many levels - to the in-group and to outsiders.
