But wouldn't some politician take credit for the 'public service chemtrail' think of the political gain! Remember Ghostbuster's in the mayors office? "Lenny(mayor)... you... will have saved the lives of millions of registered voters!" at 2:45! I believe the rule of thumb here is; Do no harm to the majority of the population. Most things are harmful to some and/or we find out decades down the road just how harmful they actually are to the majority.
Many examples past; asbestos shingles, lead paint, CCA treated lumber, mercury fillings, etc.
Current examples; GMO's, many prescription meds, rgbh and antibiotics in livestock, flouridated water, etc.
Time tells all.
