Even if they detonate a nuke it will be a small one. Add to that the fact that the nuke would be detonated at ground level, further reducing it's yield.

So if this does happen then it won't be as bad as OP is suggesting. You're looking at a blast radius of maybe a city block at best. Probably done in a business sector on Christmas day, so population is limited. About the only thing you'll have is a good photo-op for news folk with a nice picture of a mushroom cloud.
