Start punishing parents for the crimes of their kids
That would be, without a doubt, THE best way to reduce the incidences of criminal behaviors by minors.

And if it's found that the parent or parents of a very young adult had full knowledge that the kid's behavior would lead to criminality, they should also be legally prosecuted.
