Cosmic Rays has minimal effect on Earth, if any at all.

We didn't cross the Galactic Plane this year, next time we will cross it is in 30.000.000 years.

We did however cross the Galactic Equator, but we do that twice every year.

Alec Rawls is a cherry picker and no one backs his insane theories up, he's not even a real scientist. The OP is also a cherry picker and there's no proof to these claims.

And then how the moon can be vieved sideways in your high latitudes?

I would say the jury is still out whether or not cosmic rays have any effect at all, there just needs to be more evidence, but they do seem to be getting there.
Your problem is, is that you seem to dismiss the evidence there is.
