Several possibilities...
1) government sponsored death squads with drugged/mind-controlled manchurian killers programmed to kill themselves or killed by the death squads and left at the scene.
2)Demonic spirits possessing weak-minded vulnerable people
Both with the same goal...disarm the citizens so they can't fight back against what is coming.
