Going to heaven to meet God requires you be sinless and immortal, that can only happen after the 1,000 year reign. The two witnesses only rise as far as cloud height to meet with the ones from the th seal, the ones named in the NT that lost their lives because of their service to God. The 1st ones sealed that never taste death are the 144,000 an the witness the return from the top of the same mountain that Moses and Elias were seen on, just north of the Sea of Galilee so the living are never 'raptured' but they are witnesses to the return an all that entails for Jerusalem and the immediate area.

The ones not alive for the 1,000 years already have their breath of life in Heaven with God just as does all people who ever die, the breath of for the two witnesses and many others return with Jesus.
